BACKGROUND: For your information, SANIPLAN was founded in 2000 by Arthur Cohen, who currently
lives in Baltimore, Maryland, U.S.A., and who operates this web site. He works
in public health. Mr. Cohen has lived and traveled extensively outside of North America
and he is familiar with the peri-urban water supply and sanitation situation. His concern
about the situation was first expressed in "Urban Unfinished Business," an article published
in the Journal of Public Health Policy, Volume 10, Number 2, Summer 1989, pp. 214-221.
